Low-cost Spay/Neuter Clinics to Low Income Pet Owners

There is now a bill in Albany - A6158 in the Assembly and S4278 in the Senate - that would provide low-cost spay and neuter clinics for low-income New Yorkers with pets.  Offering low-cost spay and neuter to low-income pet owners leads to fewer abandoned animals, and clinics are the cheapest way to deliver those services.
